You need to follow the Scheduled Task guide here : https://pingperfect.com/index.php/knowledgebase/39/Scheduled-tasks.html
but instead of selecting "Scheduled Restart" you need to choose "Console/RCON Command" and make sure you write in your RCON password and the RCON command as Say "YOUR MESSAGE HERE" - every other part of the guide can be followed exactly.
